Export Controls Online (EXCOL)

About EXCOL

The Export Controls Division (TIE) is developing an electronic business solution which will replace the current permit tracking system developed in 1988. Export Controls On-Line (EXCOL) is a user friendly web-based application that will be available to all of our clients on March 31, 2006. Exporters will be able to submit applications for export permits and certificates, as well as request amendments. EXCOL will also offer the functionality to submit online, quarterly utilisation reports for military goods, as well as the ability to print selected permits in your office.

EXCOL will provide secure on-line access to Canadian exporters through the use of e-pass the Government of Canada Secure Channel. The connection is fully encrypted from your computer to our server. EXCOL is a “Zero Footprint Application”, meaning that nothing needs to be installed on your computer. It supports all recent web browsers, and a wide variety of electronic attachments (Word, Wordperfect, Excel, Quattro Pro, Tif, Jpeg, Bmp, PDF).

Become a Recognized User Today!

EXCOL exporters are either “Recognized” or “Non Recognized”. By default, exporters are Non Recognized, with the option to register and become recognized. All clients are able to submit the following online:

Export Permits

International Import Certificates (IIC)

Delivery Verification Certificates (DVC)

Advisory Opinions

Non Recognized: Default

Access our web site, download the new forms, print and mail to TIE for processing

Submit applications for Export Permits, IICs, DVCs and Advisory Opinion requests online via the web site

Attach electronic copies of support documentation

Recognized: Added functionalities

1. Use the EXCOL system to submit all applications on-line

2. Attach electronic copies of support documentation to the applications online

3. Save partially completed applications to finish them later

4. Copy previously submitted applications, modify them and submit as new

5. Request Permit Amendments online

6. Verify status of all submitted applications online.

7. Retrieve and print selected issued permits and certificates online

8. Submit Utilization Reports online to TIE

9. All default user functions

How to become a recognized user of EXCOL

Recognized Business

You must register with the Export and Import Controls Bureau (TPI). Companies can register once for all staff requiring EXCOL access, using this process:

A representative of the company must be selected to oversee the registration:

1. Complete the Recognized Business registration form.

2. Each staff member requiring access must fill out a Recognized Individual registration form.

3. The representative must send the completed Recognized Business and all Recognized Individual registration forms to TPI.

4. Each individual Recognized User will receive a personal Access Code by email.

5. Each individual completes their enrolment on-line using this personal Access Code, and becomes a Recognized User.

Recognized Individual

You must register with the Export and Import Controls Bureau (TPI) using this three-step process:

1. Completed and forward to TPI the Recognized Individual registration form.

2. You will receive a personal Access Code by email.

3. Complete your enrolment on-line using this personal Access Code, and becomes a Recognized Individual.

Enrolment Details:

1. enrolment Application Forms available online

(a) Recognized Individual (pdf)

(b) Recognized Business (pdf)

2. Enrolment Application Forms must be completed, signed then mailed to TPI

3. A company official must sign the Recognized Business registration form on behalf of the company.

4. Each individual from your company that will become an EXCOL user will sign for themselves

5. TPI will record user information and will deliver a personal Access Code to each user via Email

6. Each user obtains an epass from Secure Channel and completes the enrolment process on-line – details on this will be provided to each user.

7. Company Officer will have to notify TPI of additions and removals of individuals
